What Is a Procurement File Note (Vergabevermerk, Germany)?
This is a German procurement term. The contracting authority's ongoing documentation of the course and decisions of the procedure.
What is a Vergabevermerk?
The buyer's ongoing record of the procedure: every decision, its reasons, the evaluation and the award. It must be kept from the start and updated as the procedure progresses.
Why does it matter?
It is how the buyer proves transparency and traceability. A missing or incomplete file note is a serious breach and a frequent ground for a successful review.
Can bidders see it?
In a review procedure, through access to the file. Outside review, no.
