What Is Procurement Law Reform (Vergaberechtsreform, Germany)?
This is a German procurement term. The reform of procurement rules, currently shaped among other things by the VBG and BTTG.
What is the current reform about?
Simplifying and accelerating procedures, strengthening sustainability and innovation criteria, and digitalisation. The federal Vergabetransformationsgesetz and the Bundestariftreuegesetz are the main projects.
What changes for bidders?
Among the proposals: more use of negotiated procedures, higher value limits for direct awards, obligations on collective-agreement pay, and more weight on environmental and social criteria.
