What Is a Procurement Protocol (Anskaffelsesprotokoll, Norway)?
This is a Norwegian procurement term. A written document in which the buyer records the key decisions and assessments made throughout the procurement process.
What must the protocol contain?
The key decisions and assessments throughout the procurement: the choice of procedure, the estimated value, which suppliers were considered, the reasons for rejections, the evaluation and the award.
Why does it matter?
It is how the buyer demonstrates verifiability. Without it, the buyer cannot show afterwards that the competition was run correctly.
Can suppliers see it?
Yes, under the right of access, with exceptions for confidential information. It is the first document to request if you are considering a complaint.
