What Is a Procurement Strategy (Anskaffelsesstrategi, Norway)?

A procurement strategy is an organisation's plan for how it will buy goods and services to meet its goals — covering priorities, how purchases are organised, and how factors such as cost, risk and sustainability are balanced.

What does a procurement strategy contain?

The organisation's priorities for what it buys, how purchasing is organised, which categories are strategic, and how cost, risk, sustainability and innovation are weighed against each other.

Is it required?

Not by law, but public bodies are expected to have one, and the national guidance recommends it. Many municipalities publish theirs.

Why should suppliers read a buyer's strategy?

It shows what the buyer intends to prioritise, such as climate requirements or local employment, which tells you how future competitions are likely to be evaluated.
