What Is a Project Designer (Projektant, Germany)?
This is a German procurement term. The person or company that draws up the planning for a project.
What is a Projektant?
A company or person that prepares the design or specification for a project before the procurement.
Can a project designer bid?
Only if its prior involvement does not distort competition. The buyer must take measures, such as disclosing the information it provided to all bidders, and may exclude it if that is not enough.
Why is this sensitive?
Because the designer knows the project better than any other bidder and may have shaped the specification to suit its own solution.
