What Are the Public Contracts Regulations 2015 (PCR 2015)?
This is a UK procurement term. The previous rulebook for UK public procurement, replaced by the Procurement Act 2023 but still governing legacy tenders.

Yes, to procurements and contracts started before the Procurement Act 2023 came into force, until those procurements are completed.
What are the main differences from the Procurement Act 2023?
The PCR 2015 had more fixed procedures, used MEAT rather than MAT and relied on Contracts Finder and Find a Tender without the Central Digital Platform.
