What Are Public Services of General Interest (Daseinsvorsorge, Germany)?
This is a German procurement term. The provision of basic public services for the general population.
What is Daseinsvorsorge?
The provision of basic services for the population: water, energy, waste, public transport, healthcare and similar. Much of it is organised by municipalities.
Why does it matter in procurement?
Because many of these services are contracted out, and the rules on in-house provision, concessions and the utilities sectors determine when competition is required.
Does it exempt services from procurement law?
Not as such. Only where the specific exemptions apply, such as in-house provision or inter-municipal cooperation.
