What Is a Purchaser (Beställare, Sweden)?
This is a Swedish procurement term. The party carrying out the purchase — i.e. the contracting authority or entity — often used as a synonym for the buyer in a procurement.
What is the difference between a purchaser and a procurement officer?
The procurement officer runs the procurement. The purchaser uses the contract and places orders once it is in place. In smaller organisations, it can be the same person.
Can the supplier contact the purchaser during an ongoing procurement?
Questions about the procurement should be asked through the contact channel set out in the procurement documents, so that all suppliers receive the same information. Direct contact with purchasers about the procurement during the tender period should be avoided.
Why is the relationship with purchasers important after the award?
Purchasers decide how much is actually bought under a framework agreement. Good delivery therefore affects the real business volume.
