What Is Purchasing in the Public Sector (Innkjøp, Norway)?
This is a Norwegian procurement term. The act of ordering and receiving goods or services; used interchangeably with 'procurement'.
Is purchasing the same as procurement?
In everyday use, yes. In procurement law, procurement is the whole regulated process of competing and awarding a contract, while purchasing often refers to the ordering and receiving that follows.
Does every purchase require a competition?
No. Below the trigger threshold the Public Procurement Act does not apply, and call-offs under an existing framework agreement are purchases, not new procurements.
Why does the distinction matter?
Because the rules attach to the procurement, not the purchase. A buyer cannot avoid the rules by splitting a procurement into many small purchases.
