What Is a Qualification System (Kvalifikasjonsordning, Norway)?
This is a Norwegian procurement term. A system under which suppliers are pre-approved against set requirements, used particularly in the utilities sectors.
How does a qualification system work?
Suppliers apply to be approved against published requirements. Once approved, they are invited to competitions under the system without having to re-qualify each time.
Where is it used?
Mainly in the utilities sectors, for recurring purchases where the buyer wants a stable pool of pre-approved suppliers.
Can a supplier join later?
Yes. The system must stay open to new applicants throughout its duration, and the buyer must decide on applications within a reasonable time.
