What Is a Restricted Procedure?
A procurement procedure in which anyone may request to take part, but only the candidates selected by the contracting authority may submit a bid.
How does a restricted procedure work?
Any supplier may request to participate. The buyer selects a limited number of candidates on published criteria and invites only them to submit bids.
When is it used?
When the buyer expects many interested suppliers and wants to limit the evaluation work, or when the contract requires particular capabilities worth checking before bids are prepared.
What are the deadlines?
Above the EU thresholds, at least 30 days for requests to participate and at least 30 days for bids, with reductions possible in certain cases.
