What Is a National Restricted Tender (Beschränkte Ausschreibung, Germany)?
This is a German procurement term. A national procedure in which only a limited, selected number of companies are invited to submit a bid.
What is a beschränkte Ausschreibung?
A below-threshold procedure in which the buyer invites a limited number of selected companies to bid, with or without a prior public competition for participation.
When is it allowed?
Where the rules permit it: below state-specific value limits, where an open tender would be disproportionate, or where only a limited number of companies can deliver.
How are companies selected?
From the buyer's knowledge of the market or its supplier register. The buyer should rotate invitations and invite at least three companies.
