What Are Seriousness Requirements (Seriøsitetskrav, Norway)?

This is a Norwegian procurement term. Contract terms intended to counter labour-market crime and social dumping among suppliers and subcontractors.

What do the seriousness requirements cover?

Which contracts carry them?

Mainly construction, cleaning and other labour-intensive services where the risk of labour-market crime is highest. Many municipalities apply them more widely.

How are they enforced?

Through the duty of oversight during the contract, with sanctions ranging from correction orders and withheld payment to termination.
