What Is Simplified Procurement (Förenklad upphandling, Sweden)?

This is a Swedish procurement term. A below-EU-threshold Swedish procedure run in a single stage, where every interested supplier is entitled to submit a bid.

Can the authority negotiate?

Yes, the authority may negotiate with the bidders. It usually states in the procurement documents whether it reserves the right to do so. Negotiations must respect the equal treatment principle.

How does it differ from an open procedure?

The open procedure is used above the thresholds and does not allow negotiation. Simplified procurement is used below the thresholds, has simpler rules and allows negotiation.

How long is the tender period?

There is no fixed minimum, but the tender period must be reasonable given the scope and complexity of the procurement.
