What Is a Specification with a Performance Programme (Germany)?
This is a German procurement term. A results-oriented specification that leaves the solution path to the bidder.
What is a Leistungsbeschreibung mit Leistungsprogramm?
A functional specification for works: the buyer describes the purpose, requirements and framework, and the bidder proposes the design and the solution.
When is it used?
For design-and-build projects and where the buyer wants to draw on the market's technical expertise.
What does the bidder submit?
A design, a bill of quantities based on its own design, and a price. Bids are compared on how well they meet the programme, so the explanation of the solution is essential.
