What Are the Norwegian State Standard Agreements (SSA)?
This is a Norwegian government contract standard. A set of standard contracts for public-sector IT procurement in Norway.
What are the SSAs?
Standard contracts for public-sector IT procurement in Norway, maintained by DFØ. They cover development, operations, licences, consultancy and software as a service.
Can the terms be changed?
Buyers can adapt the appendices, but the main text is normally used as it stands. Suppliers rarely get to negotiate it in a competition.
Why do they matter to suppliers?
Because the same contract comes up again and again. Knowing the SSAs lets a supplier price risk accurately without re-reading the whole contract every time.
