Why does the supply chain matter in public procurement?
Because the supplier is responsible for its subcontractors' compliance with pay, working-condition and human-rights requirements, and because the buyer can inspect the whole chain.

Norwegian buyers often limit the chain to two tiers below the main contractor, as part of the seriousness requirements. The exact limit is set in the contract.
What should a supplier document?
Who its subcontractors are, their compliance with the requirements, and the measures taken to manage risk further down the chain.
