This is a Swedish procurement term. The requirements in the procurement documents describing the characteristics of what is to be procured.
Can the authority refer to a specific brand?
Generally not. A reference to a specific brand or origin is only allowed if the subject matter cannot otherwise be described clearly enough, and it must then be followed by the words 'or equivalent'.
What is the difference between functional requirements and detailed requirements?
Functional requirements describe what the solution must achieve and give suppliers more freedom. Detailed requirements describe exactly how the solution must be designed.
Can you offer an equivalent solution?
Yes. If the specification refers to a standard or a brand, the authority must accept equivalent solutions, but the supplier must show that its solution is equivalent.
