What Is a Tender Competition (Anbudskonkurranse, Norway)?
This is a Norwegian procurement term. A competition in which the buyer invites suppliers to submit bids, with no scope to negotiate.
What distinguishes a tender competition?
The buyer invites bids and awards the contract on the bids as submitted, without negotiation. It can be open to all or restricted to pre-qualified suppliers.
When is it used?
For most procurements where the need can be described clearly in advance. Where the solution is uncertain, a procedure with negotiation or dialogue suits better.
What does the ban on negotiation mean for the bid?
That the bid must be complete and final at submission. There is no second chance to adjust price or terms.
