This is a German procurement term. The state in which a project is defined well enough to be put out to tender.
What is Ausschreibungsreife?
The point at which a project is defined well enough to be put out to tender: complete specification, secured financing, permits in place and the procedure chosen.
Why does it matter to bidders?
Tenders started too early tend to be changed or cancelled, which wastes bidding effort. Many corrigenda in a procedure are a sign the project was not ready.
Is it the same as Vergabereife?
Essentially yes. Both describe readiness to start the procedure responsibly.
