What Is a Tender Specification?
The document describing exactly what the buyer wants: requirements, quantities, standards and outcomes.
Can a specification name a particular brand?
Generally not. References to a brand, trademark or origin are only allowed where there is no other way to describe the requirement, and must allow for equivalents.
What is the difference between technical and output-based specifications?
Technical specifications describe exactly how something must be built or done. Output-based specifications describe the result needed and leave the solution to the supplier.
What should suppliers do if the specification is unclear?
Ask a clarification question before the deadline. The answer is usually shared with all bidders and becomes part of the tender documents.
