What Is the Norway Model (Norgesmodellen)?

This is a Norwegian procurement term. A set of Norwegian contract requirements designed to fight labour-market crime and 'social dumping' (unacceptably poor pay and working conditions) in public contracts.

What is the Norway Model?

A set of contract requirements used by public buyers to combat labour-market crime: limits on subcontractor tiers, apprentice requirements, HSE cards, pay in Norwegian bank accounts, and the right to inspect the supply chain.

Is it mandatory?

The core elements are required by the Public Procurement Act and the regulations on pay and working conditions. Individual buyers add further requirements, so the model varies between buyers.

What should a supplier prepare?

Documentation of its subcontractor chain, apprenticeship affiliation, employment contracts and payroll routines. Most of this is checked during the contract, not only at bidding.
