What Is the Trigger Threshold (Innslagspunkt, Norway)?
This is a Norwegian procurement term. The value threshold above which the Public Procurement Act applies, raised to NOK 500,000 excl. VAT from 1 July 2026.
What is the trigger threshold?
The value below which the Public Procurement Act and regulations do not apply at all. From 1 July 2026 it is NOK 500,000 excluding VAT.
What applies below it?
The buyer is free to purchase as it sees fit, subject to its own internal rules and good administrative practice. Many buyers still ask for several quotes.
How is the value calculated?
As the estimated total value of the contract, including options and extensions. A procurement cannot be split to stay below the threshold.
