What Is a Turnkey Contractor (Generalübernehmer, Germany)?
This is a German procurement term. A company that takes on the entire contract but does not itself carry out any construction work.
What is a Generalübernehmer?
A company that takes on the whole project but performs no construction work itself, subcontracting all of it and only coordinating.
Is it allowed in public procurement?
Only within limits. Under the VOB/A, the bidder must perform the essential parts of the work itself unless the buyer permits otherwise, so a pure Generalübernehmer model needs the buyer's consent.
How does it differ from a Generalunternehmer?
A Generalunternehmer performs part of the work itself. A Generalübernehmer performs none.
