What Is the German Sector Regulation (SektVO)?
This is German law. The German regulation for procurement in the utilities sectors.
Who follows the SektVO?
Entities active in water, energy, transport and postal services, including private companies with special or exclusive rights, for procurements above the EU thresholds for utilities.
How does it differ from the VgV?
Higher thresholds, free choice between the open, restricted and negotiated procedures, and the possibility of qualification systems through which suppliers are pre-approved.
Does it apply to all the entity's purchases?
Only to purchases for the utilities activity. Other purchases may fall under the VgV or no procurement law at all, depending on the entity.
