The older name for the procurement rulebooks, as in Verdingungsordnung für Bauleistungen. The term was replaced by Vergabe- und Vertragsordnung in the 2000s.
Why does it still appear?
In older documents, court decisions and some state regulations. The abbreviations VOB, VOL and VOF were kept.
Is there any difference in content?
No. The renaming reflected the rules' role in both award and contract, not a change in substance.
