What Is Verifiability in Procurement (Etterprøvbarhet, Norway)?
This is a Norwegian procurement term. The requirement that the buyer's assessments be documented so they can be checked after the fact.
What does verifiability require?
That the buyer documents its assessments and decisions so that they can be checked afterwards, by the suppliers, by KOFA or by a court.
How is it fulfilled?
Mainly through the procurement protocol and a written evaluation that explains how each bid was scored and why.
Why does it matter to suppliers?
It is what gives a complaint something to work with. A buyer that cannot show how it reached a decision will struggle to defend it.
